- High Commissioner of Canada to Mozambique, Malawi and Swaziland
His Excellency Shawn Barber has been High Commissioner of Canada to Mozambique, Malawi and Swaziland since 2013. Over a 26-year diplomatic career, Mr. Barber has held assignments in a number of divisions, including Resource and Commodity Trade Policy, Environment, Non-Proliferation and Arms Control, European Union, and Middle East Relations.
Mr. Barber was also Deputy Director for U.S. relations; Director of the Stabilization and Reconstruction Task Force; Director of parliamentary affairs; and Director of the Global Partnership Program against the spread of weapons of mass destruction. Mr. Barber has served abroad in Harare; Tel Aviv; Pristina, Kosovo, where he was head of the Canadian Office from 1999 to 2003; and Kandahar, Afghanistan, where he was acting political director of the Provincial Reconstruction Team.
He has a BA in Economics from McGill University and an MBA from the University of Ottawa.
